HorseHelper
HorseHelper is a very lightweight plugin which fixes issues present in the current version of Minecraft for horses and adds very specific things which many Equestrian Servers rely on.
- Fixes horses disappearing when players log out while riding them
- Stops players who don't have the permission node horsehelper.killhorses from killing horses
- Will notify you if a new version of the plugin is available (disable with updatecheck:false; in the horsehelper_config file)
- More coming soon, request features in the comments

Posted Jun 2, 2015Not sure how you have 2 downloads with no files. Haha. But that aside, I suggest that instead of disallowing non-op players from killing horses, you disallow players who don't have a specified permission node, and default that permission node to op
Basically, players that have the permission node can kill horses, and no one else can. Default the permission to op, and it accomplishes your idea if they don't set the permission node
