What can this plugin do?
This plugin allows moderators and admins (basically, anyone with the correct permissions) to mute chat, meaning anyone without the permission to talk when muted, are unable to talk, and another feature is that you can clear the chat to hide inappropriate messages like advertisement completely and efficiently.

Commands
/ecc clear - Clear the chat.
/ecc clearadmin - Clear the chat for members but keep the chat for admins to investigate whilst members don't have the spam.
/ecc mute - Completely mute the public chat, and completely prevents the use of /pm, /msg, /whispher, /message and /tell.
/ecc help - Display the command help page for every plugin command available. [Does not require permission]
/ecc info - Display the plugin author's information, the plugin version and other useful information. [Does not require permission]

Permissions (OP's have access to all permissions regardless)
ecc.clear - (/ecc clear)
ecc.clearadmin - (Keep the admin chat log before chat was cleared for others and use of /ecc clearadmin)
ecc.mute - (/ecc mute)
ecc.mute.bypass - (Bypass the chat and command mute if /ecc mute is enabled)
