Changed default messages a bit, made distinctive colors
Added ability to pick what tools/items can be used to disable/enable grass spreading
Added optional effects for disabling and restore grass spreading (default enabled)
Added option to not allow snow to form on no-spread dirt blocks (default enabled)
Added tools beeing damaged, configurable in config.yml (set all to 0 to disable)
Added permission node "dirtshovel.use" to define what players can use the plugin, defaults to all players
Added permission node "dirtshovel.nodamage" to define what players can skip the tool damage, defaults to nobody
