Summary:
Bukkit Messenger allows you to talk to any player on any server as long as that player is online. Bukkit Messenger was designed for Minecraft 1.10.2 and Java 8, and the plugin requires Vault. To allow your players to talk to people on any other servers all you need to do is drop the plugin in the plugins folder and start the server. When the plugin is loaded a configuration file will be created and you will need to do the command "/bm set <Server Name> <Server IP>" (You only need to do this once) and you’re ready to send messages!
To talk to other servers, they must also have the plugin installed

It could be useful in many was, for one you could use it between your Bungeecord server. And if enough people start using it then you could find where your friends are and join them. Also developers could use it to share info between servers with the api im making within it.
