I had the same problem and did some digging. It looks like the latest version uses adminsonly.bypass instead of adminsonly.login as the permission node to allow people to log in when the server is locked. I made the change in my permissions (I used PermissionsEx) and it works fine now.
Hope this helps you and anyone else using this plugin :]
I am having a bit of trouble. I have used this plugin on a older server in 1.4 and it worked perfect but now in 1.6 its not. The problem i am having is when i add a permission node to a group and then reload the perms (permissionsex) it acts like its not there. So i added the perms to the mod and admin rank and then i did /ao t so it locked it but it still said they couldnt join. Can you please help
well chances are any plugin the does same thing will have the same nodes, and if not, they'll be close to the same. But if you really think he copied your plugin, use a java decompiler and check his code
@Darkmagic70
I have 1.8 Version released if you would like to use it, It should be fixed in this version.
Can't change motd...
Request anything for me to add in the Next Update!

@diannetea
Both AdminsOnly and MotdManager are trying to set the MOTD and it looks like MotdManager is winning. Let me see if it has an API.
I use motdmanager and the motd will not turn on because of this, can that be fixed?

@zack6849
I did not even know that you had a lock down plugin, and I hope that this is of no problem to you :)
Kinda weird uses the same permission nodes also...
Please see my plugin for information, because this is almost exactly the same.
@Dustinduse
Ok, well this is my implementation of a lockdown concept. It's very lightweight and does everything you need it to do.
There is already a plugin with same name and does same things plus more.
