BIG UPDATE

Added /onduty command (You need to view reports and the players need admins with /onduty to report a player).

Added /offduty command (You will not receive the reports !).

When you are ONDUTY, in config will be created: "NAME":true, when you are OFFDUTY, in config will be: "NAME":false.
