Fixed all issues with the config being replaced every time the plugin loaded

Migrated more towards an offline support, the plugin now stores all portal locations offline so that you don't have to query the DB everytime a player places a block, creates a portal, etc.

Fixed the issue with SQL timeouts

Added additional checking to make sure no duplicate names are used

Updated to 1.2.3
