    What steps will reproduce the problem?
    1. Type any shout in chat
    2. Type any shout as a server command (/wuld 3, or /fus 3)

    What is the expected output? What do you see instead?
    I expected the shouts to work in chat, but they seem to be only triggered with server commands.

    What version of the product are you using?
    0.4.7

    Do you have an error log of what happened?
    No error is produced. It just does nothing.
