Spawn rate on items in chest below 1% #183

    What steps will reproduce the problem?
    1.configurating my chests.yml.
    2.trying to set the spawn rate below 1, eg. "313 = '0.1'".
    3.spawn rate on that item gets ridiculously high.

    What is the expected output? What do you see instead?
    A spawn rate of 0.1%.
    A spawn rate much higher than that.

    What version of the product are you using?
    SurvivalGames version 1.0.6-Beta2

    Do you have an error log of what happened?
