Officially adds Angry Cacti (boss mob), with a working config. I'm still adding features, but if you'd like to test this out, go right on ahead.
permission to use to allow /cacti command = "supermobs.cacti.control"
/cacti spawn
/cacti wave
/cacti floor
/cacti snake

I broke temporarily broke the whole... catching liquid snakes thing.
