New commands:
/stopproxy set whitecountry [COUNTRY(IT)]: For bypass proxy check from specific country
/stopproxy welcomemsg [ON/OFF]: Enable or Disable welcome message.

New config:
whitecountry: IT
welcomemsg: true

New permissions:
stopproxy - assigned to OP by default, allows the player to use /stopproxy.
stopproxy.admin - assigned to OP by default, allows the player to use /stopproxy.
stopproxy.whitecountry.set - assigned to OP by default, allow the user to set whitecountry (whitelist country)
stopproxy.welcomemsg - assigned to OP by default, allow the player to use /stopproxy welcomemsg
stopproxy.welcomemsg.on - assigned to OP by default, allows the player to enable welcome message.
stopproxy.welcomemsg.off - assigned to OP by default, allows the player to disable welcome message.
