What steps will reproduce the problem?
1. using spigot 1.8.3 and recommended #173 or latest #175
2. using permissionsbukkit for perms
3. player has stats.track: true (and also tried with stats.cmd.scoreboard: true and stats.cmd: true
4. command '/stats scoreboard' gives error [Stats] You lack the permission to run the command.
5. only ops can use '/stats scoreboard'

What is the expected output? What do you see instead?

would expect any user with above perms to be able to use scoreboard. not perms error.

What version of the product are you using?
latest spigot (2nd May - version git-Spigot-870264a-0a645a2 (MC: 1.8.3))
same behavour in #173 and #175 of Statistics

Do you have an error log of what happened? (Portal: check cache/error.txt)

no log, just simple perms error. debug is on but showed no errors.

Please provide any additional information below. (Plugin/Portal Version, Server Version, PHP Version. MySQL Version)

in game plugin, not portal.
