Bukkit

This plugin says all the commands that you'd think should be enabled are by default true, but they aren't apparently, and I have no idea how to make them so. I have no idea how to work permissions so I was excited that this one seemed to have everything turned on by default, but when I had one of my users test it, they were told they had no permissions to use /work or /warp. Ironically they could use /setwork, so I have no idea why that would work but /work wouldn't. Any help would be appreciated. Thank you.
