3. Try to create a shop

What is the expected output? What do you see instead?

Please add the file which you can create with "/scs report" (since b135)

As you can see in the pictures above, on my test server, with the same plugins,
it does not work for me...

Just tested with your bukkit version (1.7.2 R0.3)
can now confirm your issue. But seems to be an issue between
bukkit and vault therefore I suggest to update bukkit to the latest beta
or dev build :)
