RegionForSale version:

Spigot version: git-Spigot-1269 (MC: 1.7.2) (Implementing API version 1.7.2-R0.3-SNAPSHOT)

What steps will reproduce the problem?
1. Set the PVP flag in a region
2. Save the regions
3. Check the region file

What is the expected output? What do you see instead?

I expect that the PVP flag should persist upon shutdown. Instead, it disappears. If I remove the RegionForSale.jar file, the PVP flag persists.

Do you have an error log of what happened?

No errors are produced in the logs

Using WorldGuard 5.5.9

1. Please try to reproduce this behavior with a Bukkit server (Non-Spigot)
2. Make sure no additional / non-reqired plugins are running while testing
