Changelog

In this release there was a mojor bug with Ranktimer and permissionsEx. The bug would not unregister/register permission groups properly. The forum link can be found here: http://dev.bukkit.org/bukkit-plugins/ranktimer/forum/65100-1001-permissions-ex-rank-assignment-bug-report/#p1.

I've also included more descriptive names when adding/removing ranks as well as more debugging features so server admins can see whats going on with the plugin.
