    What is the enhancement in mind? How should it look and feel?

    I would love to see the ability to give players the chance to create their own quests for others to partake on. If I am captain of the guard, I want to create quests for my soldiers to patrol/kill mobs!

    If I am a business owner, I want to be able to create quests that guards can take to protect me on my travels through wilderness.

    Etc.

    This is a great idea, but is very complex, so it will be a very long time before it is implemented
