What is the enhancement in mind? How should it look and feel?
I'm thinking of adding NPC's. NPC's that when you type /q assign <questname> and your looking at an NPC will assign it a quest. When players right click the quest (with proper permissions to use the npc) They can see all the info that way without having to type any commands (for normal players) to start quests. This will also add RPG elements if they dont get the /q give command because they will have to look for the next NPC instead.
Please provide any additional information below.
You can also have more than 1 quest per NPC.

This is probably the most vital part of the plugin. :) Basics come first but once this is implemented you'll have probably the best quest plugin in Minecraft!
Named NPC villagers, each with their own names, that give out quests and receive items from their quests, occasionally speaking random sentences to get people's attention in the area. Imagine!

Thanks for the ideas! I do need to get basics down, like quest types and bug fixes but once that is wrapping up I will add it.
I agree with Darkhand81. This could be the best quest plugin for Minecraft. I can't wait for NPCs, that will be great. I always wanted to have quests for Minecraft. It's one of the only features that Minecraft really needs.
