Basically a bunch of fixes/improvements, nothing new

• Fix Operators having PvP always disabled on login(untested)
• Fix NPE on PlayerTeleportEvent
• Fix error when sending empty messages to console
• Players can't bypass /pvp cooldown by relogging anymore
• Fixed newbie protection being enabled even when false in config
• Fix another NPE with NPC's
• Disable flight for player if he is on the ground but has fly enabled
• Do not broadcast that player toggled pvp off if he just logged in
