• fixed a bug with denyplayerinteractnoreagent and denyblockbreak effects not working properly

• explosions outside of regions can destroy required blocks for the region, but won't trigger the destruction of the region.
• You can't addowner offline players...
• some commands are case sensitive when they shouldn't be
• Super-region evolution does not work
• charters aren't stored properly
