• fixed a bug with noreagent effects not working properly
• made super-region chat send to all super-region members, whether in channel or not

• explosions outside of regions can destroy required blocks for the region, but won't trigger the destruction of the region.
• You can't addowner offline players...
• some commands are case sensitive when they shouldn't be
