This is the second release

You can now change the file from in game with /pcm add, /pcm set, and /pcm delete
Also, you can add a line for in game players to show up in the message and the plugin will skip the line if the server doesn't contain as many players as you have lines that contain %player%.

Something with the config being corrupted, I'm working on it but it can be fixed by deleting the config and restarting the server. That's all I know aobut it but otherwise it should work.
