What Version of OnTime and Bukkit are you using?
OnTime: V 4.1.3
Bukkit: git-Spigot-3ccbe77-a6a57a9 (MC: 1.8.7) (Implementing API version 1.8.7-R0.1-SNAPSHOT)

What storage option are you using? (YML or MYSQL) ?
Attempting MYSQL - before that YML

What permissions plugin are you using?

What steps will reproduce the problem?
1. Starting the server with a MySQL host other than "Local Host"

What is the expected output? What do you see instead?
I would like OnTime to connect to the MySQL database.

When the host is set to "local host" in the console I still can not connect and get this: SQLException: Communications link failure
All numbers have been checked multiple times.
The MySQL server is not on the localhost (which it tries to connect to) There are no other plugins using MySQL.

Your configuration looks correct, and I have no issue getting OnTime to connect to my exteranaly hosted MYSQL DBs, so I don't know what to tell you other than the obvious. (which you say you have done) which is to double check your IPs and passwords.

Are you able to access the DB through support tools such as phpMyAdmin?
