What steps will reproduce the problem?
1. /fdemote someone until he has the banned group
2.or just /frank him in the banned group

What is the expected output? What do you see instead?
Not joining the server, getting kicked.

After another player joins even banned players can join

Do you have an error log of what happened?
no error log at all

Are you sure your MySQL user has remote UPDATE Permissions?

Those errors in the video, were they OKB3 related? (the ones in the console)

the errors in the video were minequery (as im arunning another server on the same minequery port) and towny

after the video i removed towny but it still had the same issue

and yes i tried it with the root mysql user to be 100% sure its not a permission error

edit: also OKB 3.1.5 has no such issue
