Implemented a flexible scanner system. This system allows the user to specify an arbitrary number of scanners, including nested scanners, which can perform allow/prevent actions or manage the counts of the parent scanners in the case of nesting.

The default config.yml values can be seen in the source at Github.

WARNING: The default settings used in the v1.2-beta build were broken. You will need to fix it or delete the config file and let NOML create a new one.
