What steps will reproduce the problem?
1. Add restrictcreative.bypass permissions to a per-world group, using the permissions plugin Privileges.

What is the expected output? What do you see instead?
The bypass permissions are ignored and the interactions are blocked.

RestrictCreative v1.5.9

Privleges, never heard of this plugin. RC bases on bukkit's super perms system, not sure if this uses that too. Try PEX
