KeepSpawnLoaded: true doesnt when no one is logged in #113

    What steps will reproduce the problem?
    1. Set keepspawnloaded true and then log everyone out
    2. mw info reports that world is in standby
    3.

    What is the expected output? What do you see instead?
    I would have expected that the keepspawnloaded option would do that even if no one is logged in.  Having created an iron farm came back the next day and found that no iron had been generated., but whilst logged in, iron was being generated. 2 stacks in 1 hour.

    R: v1.66 for 1.6.4 Oct 16, 2013
