More Potions v1.7

- New permission "MorePotions.List" for use of the /MP List command.

- New permission "MorePotions.Reload" for use of the /MP Reload command.

- New permission "MorePotions.Recipes" for use of the /MP Recipes command.

- Added an auto updater. To dissable this, set "AutoDownloadUpdates" in the config to false.
