Alpha release of a version for 1.3

PLEASE TEST :D

From v1.5:

• Switched economy system from Register to Vault
• Fixed whitespace at beginning of new lines
• Ability to enter & for colors
• Switched to new event system
• Version is now outputted at startup
• Switched to new config system
• Added metrics
• Fixed console commands
• Removed native Permissions 2/3 support. Use Vault if you still use them.
