Anyone who has been active on the main forums in the last few days must surely have already heard the news.
I'm not going to comment on why and how, but the short version is that Bukkit is almost certainly not getting passed this.
Consequently, the future of BukkitDev is very uncertain. Even if the legal matters were resolved tomorrow there isn't really anybody left to deal with file submissions anyway. There's no indication about how long the site will stay up and what will happen to the files.
Anyway, while I will continue updating and developing my plugins you will need to look for updates somewhere else, namely the wiki. I will be updating this wiki in the next few days to facilitate better communication (forums, email, etc.) and adding any documentation that's missing.
I will also, of course, be looking into porting the plugins over to whichever API emerges from the ashes!
Introduction
Mobs gives you the ability to control almost every aspect of the mobs on your server, and a few other things on top.
The concept is simple - as your server is running, things are constantly happening. Players are mining, mobs are spawning, the sun is going down, it's starting to rain, etc.
Behind the scenes, CraftBukkit is sending messages to all interested plugins about these events. Player John broke a block of stone in world at location 55, 23, 137; A sheep died in world at location 209, 77, 22, etc. There are dozens of events, and thousands of these messages are sent every minute.
Most plugins listen for a few of these messages and act upon them. Mob-blocking plugins, for example, listen for new mobs spawning somwehere, and then look at the config to decide whether to allow or block the mob from spawning. Chat filtering plugins listen for the player is chatting messages and block/edit them according to the config.
Mobs listens for most (eventually all) of the mob-related messages, and a few extra ones, and gives you the option to block, allow, or alter the effect of the event.
However, it goes beyond that in that it allows you to use the event to perform one or more actions. So, while you may not want to interfere with creepers spawning, you can use this event to change the weather, set the time, drop an item somewhere, give someone some experience points, or as many of the dozens of possible actions that you want.
Additionally, it's possible to use conditions to filter the events you act upon. Want to give creepers a 1 in 1000 chance of taking out half your house when it explodes? Not a problem (except for the house).
Config.yml
checkfornewerversion - set to yes to allow the plugin to contact this site and see if there is a newer version available. Note that it onlys checks, and doesn't download anything.
generatetemplates - set to yes to have the plugin create empty config files for every possible event. Alternatively, simply look up the names on the
tutorial and create only the files you want.
worldstoignore - a list of worlds in which the plugin will be effectively disabled, ignoring all events in those worlds.
allow_debug - set to yes to enable other plugins to access the event API (for logging, debugging, etc.)
Commands
There is one only command in the plugin, which is
/reload_mobs, or
/rm. The reloads the config without reloading the plugin itself.
Users need the mobs.can
reloadconfig permission, or to be an op.
Update checking
If you like, you can set the plugin to check for any newer versions that get released. To do this use the check
fornewer_version option in the config file. This only works for release builds so you won't be bothered by any beta or dev builds.
Note that no update will be downloaded even with this set.

Mobs has another plugin as a dependency called Extra Events. Read more about it

Make sure you install Extra Events as well otherwise you will get errors on startup!

EDIT: Ignore below. We were running on WG 5.3, but upgrading to 5.4 appears to have solved the issue.
Just to confirm, we are still having this issue. No errors are thrown with the config I pasted. If I remove the world information, all zombies drop paper 50%, but as soon as I add the world and region, drops return to default minecraft. Thus, adding in the world info is breaking the deaths.yml it seems, or it is not able to locate the region. The same world name and region name are being used (and working) to spawn the mobs themselves, and the mobs are being slain inside the region. Any help is appreciated, as I've spent a couple of hours trying to figure out the problem, since I'm pretty sure this is the proper syntax.

as in we aren't getting the drops to change to paper.
@MysticRealms Doesn't work as in error message or as in not the drops you want? You still have a 50% chance to get the normal drops with this config.

Could not get this to work. Works when I remove the world information, but I need to be able to modify drops according to region. Any ideas coldandtired?
@Merdyr Yes, see here for the world conditions that can be checked for when the mob dies.
It's a little technical, but I'm in the process of updating it.
Coldandtired can you setup the deaths.yml to go off specific regions or areas the mobs are in for drops?

I looked through the Pages but cant figure out if this Plugin brings the Feature i want.
Iam using Terrain Control to add Custom Biomes, and i want to Spawn there Specific Mobs, (eg. NetherMobs) during DayTime.
@Merdyr It is pretty complicated to set up because it can be tailored exactly how the admin needs.
However, it seems it might be a bit too complicated for most so I'm working on a way of letting admins write a much simpler config which is converted into the complicated version.
In the meantime, I suggest you read the tutorial about YAML Basics, as it's pretty helpful (all Bukkit plugins use YAML configs) and read through the comments here and try and extract some simple examples that you can test and see the results of.
Then adjust them to your needs.
@DrakeDouglas According to those configs, you're blocking those mobs from spawning below block 60 in the normal world. and completely in the nether and the end (not sure if they would spawn there anyway), but allowing them to spawn above 60 in the normal world.
If that's the opposite of what you want, you can either change min to max (as you said) or reverse the two spawn: yes and spawn: no.
Also, the world_limit in your spawner is probably too low for it ever to activate. I have to finish adding the commands to tell admins some world information to make decisions about.

Here's my code. I changed the range so that it fits most of my world, but as I look at it now, I'm wondering. Should the min height be set to max height then? since the range stops at 60?
Even then, when i turn this on and turn monster spawning on in the server.properties, monsters are absolutely normal. Spawning wherever they normally would.
I saw that but sadly im new to yml so having a tough time figuring out how they should be setup. Everytime i do it by the tutorial it doesn't affect the world im on on my server.
This is the current setup-
burn_mobs: never spawn_interval: 120 purge_interval: 1200 spawner_min_player_count: 1

I know this must be an easy thing to do. How would i got about setting up the config.yml file?
@mantegudo That config works fine for me. Are you sure the region is the size you think it is? Try creating a new much smaller region (my test region is 5x5x5), build a wall around it and set the pigs to spawn there.
@foreverlastd Your spawner file is fine. I just tested it and was very quickly overrun with mobs (I changed the range first). Maybe it was the formatting?
Your world is definitely called centari?
You don't need the spawns file as it doesn't do anything as is.
