    Here is a pastebin of my current config for spawns.txt:

    With every plugin removed except extra-events and mobs, I'm still unable to cancel the spawn event for the mobs I've listed in the config.

    I'm using Spigot build# 875 which can be found here: http://ci.md-5.net/job/Spigot/

    The config works as expected for me in both CraftBukkit and Spigot. Can you send me your extra events config file and the spigot config file (bukkit.yml)?
