    What steps will reproduce the problem?
    1. Have someone create a sign
    2. Disallow it with permissions
    3. Ask the person do remove it
    4. it fails due to insufficient permissions.

    What is the expected output? What do you see instead?

    Destruction of signs should be allowed. Permission only covers creation.

    What version of the product are you using?

    latest.
