/lotto setfare removed

Random ticket number with /lotto start

MCLotto config.yml can be edited in this version

Allot more light-weight. Not that it wasn't light weight enough.

Everything re-coded to fix the following bugs

1. / lotto setfare and setjackpot would only change on /lotto jackpot and not actually give the jackpot prize
2. Ticket Generation - Which was completely removed as now we don't store tickets
3. The way the plugin handles ticket purchases your now not needed to /lotto stop unless you want the lotto to have no winner
