Bukkit

• Added a option in the config.yml usePerms: true to set whether permissions should be used or not. If set to false all the /jobs commands will be available to everyone. /jadm defaults to true for ops.

If your server runs bukkit 1.1R6 the crafting professions will not work properly.

This has other code changes and has not been thoroughly tested. It's an emergency update to help servers that do not use permissions.
