• Removed costs for rods.
• Added uses to rods. This is a replacement for costs.
• Totally redid the whole cool down system. Now cool downs are per-rod instead of per-player. This new system may be a tad buggy since I've done very little testing.

* Players' rods from older version of the plugin will not be recognized.
* New cool down system hasn't been tested much, look out for bugs!
* Because the costs of been removed, uses added, and cool downs changed, the whole system is going to be totally out of valence. This will be even worse for servers that have actually improved the balance themselves. Sorry!
