Added API for developers

Renamed delay permission to kits.nodelay.kitname; giving players permission to be delayed seemed counter-productive of the Permissions API. As a result, players are delayed for all kits with delays greater than 0 by default, and players with this permission node will bypass the delay for the specified kit.

Fixed an issue where players received error messages even with the -announce flag.
