Added an API which I frankly didn't really need but its there now!

Changed a few events around - Got rid of useless features. Fixed IRCNoticeEvent

New way to hook into the plugin is IrcApi instead of IRCListener. Kinda wondering if I should add the other methods not in the main classes into the API.

Fixed major bug where more then one plugin could not connect to the IrcApi
