+ Whitelist for allowed commands for tributes and items for sponsors

@ Refined code a little

@ Made the Explode_on_Move wait 1.5 seconds after warping before it starts blowing tributes up. This way if tributes aren't paying attention they and running around they don't get blown up as soon as the games start.

- Removed the console output for block storage

+ Now removes potion effects, flying, and fills the player up on warpall

Sometimes players will randomly go invisible after the game is over.... Not quite sure where this is stemming from... EDIT: Comes from a client side glitch that should be getting fixed sometime in MC 1.4......
