What steps will reproduce the problem?
1.My players join the arena
2.They vote to start the game (I configured it to allow that)
3.Game says starting, never starts

What is the expected output? What do you see instead?
A game is supposed to start. Nothing happens.

What version of the product are you using?
Latest.

Do you have an error log of what happened?
No error log.

Please provide any additional information below.
I do /hg start <arena> and the game also says starting, but never starts.
Also, while the players are in limbo, they cannot PVP. They are in the grace period.

Are you possibly using multiverse with your setup? If so, the players may be missing the permission node multiverse.access.worldname

When you have players join the match, run the /hg start arenaname command and watch the console.
Also, saying Latest for version is not a good idea. skaterzero807 could release an update, then the line "latest" is now not true. Please try to add version numbers if you could.

Are you using multi-world and is the arena in a different world? Are there any warnings in the console about not being able to start the game in the arena? Have you created a new arena and generated it before starting?

Also, what do you mean by "in limbo"? The grace period should last from the time they are teleported until the countdown is finished.
