1.9 Support

Hello everyone. I decided to release the most up to date 1.9 version of HorseTpWithMe. I believe releasing it to the public for everyone to test is better then just me alone testing it. I am aware of some WorldGuard incompatibilities, and I am working on them. I am sorry this took soo long to update to 1.9, and I would like to thank DrkMatr1984 on SpigotMC for pointing me towards some useful information that made this release possible.

I removed Economy because I would like to focus on getting the WorldGuard issues sorted out. Once everything is working I might add Economy back if enough people want it.
