What is the enhancement in mind? How should it look and feel?

I was thinking if you did the command '/hbar toggle' it would toggle the health bar on and off, with the permission healthbar.toggle, and a config option to specify if when you join the the server for the first time, if the bar shows or not.

Please provide any additional information below.

I was thinking for my server, VIPs could use the toggle command, turn it on and off.  It would be off by default. I would help you, but my java knowledge is not that extensive.

I'm considering the idea of implementing this now, but what happens with the command? Other people cannot see their health, or they don't see health bars? Btw, it's not possible to hide them, only for someone, on mobs. For players is possible.
