What steps will reproduce the problem?

I have set config to these, and a few varietis of it.
  MinBelieversForPriest: 3
  MaxPriestsPrGod: 7
  NumberOfBelieversPrPriest: 3

What is the expected output? What do you see instead?
That should allow more priests per god, for every 3 believers a new priest should be chosen (up to 7)  if I understood it all correctly.

Even with multiple gods passing 8-10 believers, a 2nd priest is never chosen.

What version of the product are you using?
0.7.1 beta

Do you have an error log of what happened?
