What steps will reproduce the problem?
1) Command : /vote
2) Nothing shows up even though everything that is needed is enabled in the config. Also, when I first join, the join message doesn't appear

What is the expected output? What do you see instead?
-For it to show the messages when the command is used. Nothing

What version of the product are you using?
-Latest version (v1.3.1)
