What steps will reproduce the problem?
1. Any player can remove a framepicture, and they don't have any permissions to work with fp and also have no building permission on this place.

What is the expected output? What do you see instead?
On next join or next player will see a missing frame on a multiframe, and only see the vanilla item frame

Do you have an error log of what happened?
no error in logfiles
