This is a great plugin! I've got some suggestions to add to it. :)

1. Make the explosion size configurable. (config file)
   
2. Instead of using hunger let it use items from your inventory, 10 gunpowder for example. (config file)
   
3. Force the ability to always be on with permissions. (explodingarrows.use to use the ability and explodingarrows.toggle to toggle the ability on and off.)

If you could do all 3 then it would make setting up a special class on a PvP/RPG server a lot more configurable which would be great!
