Tweaks:

• Added dispenser functionality.

New Config Options:

• AllowDispensers: Toggle whether dispensers can use custom exp bottles. Enabling will prevent custom exp bottles from being placed into the dispenser, by hopper or manual item placing.
• NoPermissionDispenser: Change the message for when a player is denied access to use custom exp bottles in a dispenser.
