DELETE EMERGENCYDOWNTIME FOLDER AND LET CONFIG FILES REGENERATE!

Ok fourth build out. Last build for Alpha and then on to Beta (add permissions)

- Added /downtime-partial - Added more options in the config. - Cleaned up code and useless imports.

Coding permission, and downtime-kickall is up next! And any feature requests, post them as comments!
