A workaround is being worked on.

- Kick, ban, IP-ban or range-ban players
- Temporarily ban or IP-ban players
- Automatically punish players that are blacklisted by DNSBL services
- Warn players and execute commands after a certain amount of warnings
- Get notified when two players with the same IP adress join or compare IPs manually per command
- Lock IPs to a single name
- Recieve a list of all players and their IPs from the console
- Make players immune to all commands or whitelist them to protect them from bans
- Check a player's status including warnings, kicks, bans, temporary bans and more
- Send players information about their own warnings whenever they login
- Purge a player's data with a simple command
- Fully costumizable messages for everything including broadcasts
- Only explicit autocomplete for safer administration
- Update notifications

Information on further development
Hey guys, DJ Addi here. With version 1.3.0 the plugin reached a point where I'd say it is more or less finished. If there are bugs or important features that require an update I will release a new version as fast as possible (without waiting for stuff to pile up). However, it is unlikely that new big features will be added (unless I really like them so keep the suggestions coming).
Stay tuned for updates on the release of DynamicBan 2.0.
Currently working on:
- Cleaning up database code, adding missing comments to other classes
- Moving ban-types to separate tables to allow future scalability (We cannot easily append missing fields, but we can add on missing tables if a new feature is added).

Since there is so much demand, I spent some time looking for the (undocumented) Bukkit changes and adjusting to them without breaking downwards compatibility.
Fun fact: I also fixed the update checks. GeoIP support didn't make it in this version. Sorry for that.

There was a change in plugin manager internals in bukkit, probably you have some plugin that replaces those internals.

I second what add5tar says.
There must be a chance in bukkit that starts giving us an error message with your plugin. As I have tried allmost all dev-build going up from build 2975 they all make the same error. If that is a bukkit mistake I would have thought after 15 updates they would have changed that. I stick atm with build 2975 as I also, as add5tar, rely on your plugin.

I'm just wondering, are you aware of exactly what is the reason for the error? I don't know anything about this issue, but I noticed that only 1 other plugin on my server has these "initialization" errors and all the others work fine. So I understand a Bukkit change caused this error to happen, but perhaps there is an API change which your plugin is required to follow? They might have enforced something now that wasn't previously enforced.
Just my thoughts.. not trying to insult you or your plugin.. My server relies heavily on your plugin and we really love it! :)

The plugin initialization issue with the latest development build(s) is caused by Bukkit, there is absolutely nothing I can do about it.

Sorry but I don't really get what you mean. What do you want to log? And are you sure that you are talking about "static" IPs? Most providers redistribute their IPs every 24 hours - which means that around 99% of users have dynamic IPs.
Are you able to log people by their static IP's or is that too much?

I presume you mean 1.7.2 r0.2 instead of 1.7.4 r0.2
I do use 1.7.2 r03 build 2975 without any problem. Just wanted to make you aware incase there is something you could do.

Checked it out. My recommendation: Stop using development builds. Latest release candidate (1.7.2 r0.2) works fine so I won't (and propably can't) do anything about the issue.

I couldn't reproduce the issue. Tried with old stable and latest Vault, PermissionsEx and Bukkit 1.7.2 r0.2.

Craftbukkit 1.7.2 is still not finished so you can expect problems when using it in the future, but I'll look into it.
