What steps will reproduce the problem?

1. Install Duties, and get it to a usable state
   
2. Enable duty mode
   
3. Disconnect while in duty mode
   
4. Restart server
   
5. Reconnect
   
6. Toggle duty mode
   

What is the expected output? What do you see instead?
I expect that the original inventory to be present upon completion of step 6. Instead, the original inventory and XP is wiped.

PermissionsEX, version 1.22.6

This is two bugs in one. KeepStateOffline does not behave as documented, and the inventory/stats state is not maintained between server restarts.
