This is the FIRST release to the public. Try at your own risk. I've done a lot of testing on a private server, but this needs more multi-player use to get through all possible states of a vote. Please send me server logs (pastebin, email) wherever you see a problem.

• commands: /vote, /aye, /nay
• commands: /tally
• commands: /propose, /nominate
• commands: /enact, /veto
• all proposal states should work properly
• all proposal styles should work properly
• all proposal durations expire at a granularity of 15 seconds
• all proposals save and load properly
• all permissions are active

Note that this plugin does NOT execute any commands on the players' behalf. It tracks the votes, and it's up to your server's admins to perform any special treatment if the players so choose. For example, they can vote themselves free diamonds or world-editing powers, but this plugin does not actually give them those things.
